The Rules of the Crater

Molokini is a Marine Life Conservation District, the strongest form of marine protection in Hawaii. Knowing the rules keeps you out of trouble and keeps the reef healthy for the next boatload of snorkelers.

According to the Hawaiʻi Division of Aquatic Resources Molokini Shoal page, inside the district it is prohibited to:

  • Fish for, take or injure any marine life, including eggs (the only exception is trolling for finfish in the outer subzone)
  • Feed fish or put food or attractants in the water
  • Remove or damage sand, coral, rock or any geological feature
  • Anchor where the state has installed day-use moorings
  • Land on the islet, which is a state seabird sanctuary

Commercial activities need a permit, and commercial boats use permitted moorings. Rules can change, so treat this as a summary and check the state page for the current text.

Reef Etiquette for Snorkelers

Living coral grows slowly; a single kick can break decades of growth.
  • Never stand on coral. If you need to rest, float on your flotation aid or signal the crew.
  • Keep your fins up. Stay flat at the surface and watch where your fins are.
  • Look, don’t touch. Touching coral, turtles or fish harms them and can hurt you.
  • Give wildlife space. At least 10 feet from turtles, 50 yards from dolphins, 100 yards from humpbacks.
  • Take nothing, leave nothing. Not a shell, not a piece of food.

Sunscreen: What Is Allowed on Maui

Hawaiʻi was the first state to ban the sale of sunscreens containing oxybenzone and octinoxate, which took effect in January 2021. Maui County went further: under Maui County’s mineral-only sunscreen ordinance, in effect since October 1, 2022, only mineral sunscreens may be sold or used without a prescription. In practice, that means products whose active ingredients are zinc oxide or titanium dioxide. Pack them from home or buy them on Maui, and consider a long-sleeved rash guard, which protects your back during a long float far better than any lotion.

Respect On Land, Too

Molokini’s nesting seabirds are easily disturbed, which is one reason the islet is closed. The same spirit applies ashore: stay on marked paths, respect closures and cultural sites, and give resting turtles and monk seals on beaches their space. Reef Rule Questions

Is chemical sunscreen allowed?

Hawaiʻi banned the sale of sunscreens containing oxybenzone and octinoxate in 2021, and since October 1, 2022 Maui County allows only mineral sunscreens, except with a prescription. Use a zinc oxide or titanium dioxide product, or cover up with a rash guard.

Can I take a shell or a piece of coral home?

No. Removing sand, coral, rock or any marine life from the Molokini Marine Life Conservation District is prohibited.

Can private boats visit?

Private boats may use the day-use moorings where they are available but may not anchor where the state has installed moorings. Commercial operators need a permit. Check the current rules with the state before you go.
